Another key reason is the end of support for PHP version 7.1. Magento versions, between Magento Commerce 2.2.0 to 2.2.9, does not support PHP 7.1. Using a PHP version that’s not supported by the platform might result in PCI compliance issues and security vulnerabilities as well.
Magento 2.3.0 supports PHP 7.1. The latest version, Magento 2.3.3 supports PHP 7.3.x (tested with PHP 7.3.8) and PHP 7.2.x (tested with 7.2.21).

Things to consider before you migrate to Magento 2.3.x
- If your current store has custom codes, check whether they work in 2.3.x.
- Check whether your third-party extensions are compatible with Magento 2.3. If not, you might have to update the extensions.
